Leadership

Chakib Chehadi, President and Chief Executive Officer (CEO), has held many positions in the workforce system over the last 23 years. He has overseen the workforce, childcare, and youth programs at the Board level and for the last 9 years, at the contractor level. He understands the complexities of the program and continues to emphasize staff development and training, customer service and quality work as the best recipe for success.


Patrick Mele, CPA, Chief Financial Officer (CFO), assists in the development of accounting staff, setting up the accounting systems, developing budgets, testing the system for accuracy and allowability of costs, coordinating with Board staff on all matters related to financial transactions, etc. Mr. Mele’s experience includes over 15 years as the CFO of workforce services focused private sector service provider, including the past 8 years as CFO of C2 GPS. During his workforce services career, Mr. Mele has managed directly up to 10 Fiscal Managers and indirectly a fiscal staff of over 50 employees. Mr. Mele’s primary duties are to oversee the management of all fiscal operations as well as contract compliance.

 

Crisanta Garza, Vice President for Administration, has over 25 years’ experience in managing workforce and child care programs. She is exceptionally good at developing funds plans, procedures in compliance with policies and regulations, and ensuring positive outcomes for customers and the Board. Ms. Garza manages all company-wide procurement activity including the responsibility to meet the business insurance requirements of all of our contracts.

 

Aaron Smith, Chief Operating Officer (COO), has extensive knowledge of workforce systems. Mr. Smith is in charge of the day to day operations for all programs. He will facilitate the integration of strategies, convene teams to review service delivery systems and drive the systems to performance, through restructuring and staff development. Mr. Smith has over 15 years of experience in the public and private sector performing complex operational and strategic planning, operational analysis, workforce planning, primary/secondary research, and project management.

 

 

Ramsey Olivarez, Chief Innovation and Performance Officer (CIO), assists with coaching and development of analysts, provides guidance on performance analysis and reporting, supports business services, facilitates the implementation of innovations and technology enhancements, and assists in the implementation of C2 GPS performance tools. Mr. Olivarez has 13 years of  public and private experience analyzing performance data and providing strategies fo 

improvement.

 

Gabriel Garza, Chief Talent Officer (CTO), provides the Managing Director and local management with input and direction concerning organizational effectiveness and assists with the implementation of talent management strategies. Mr. Garza also provides guidance on matters of conflict resolution and employee relations; develops communication strategies; works with insurance brokers to provide staff with a competitive and attractive compensation and benefits package, and provides local Human Resources direction and support to implement local initiatives to increase employee engagement and corporate social responsibility.

 

Shannon Spriggs, Chief Compliance Officer (CCO), assists in developing metrics to measure system and staff productivity, assists in the planning process of new projects and initiatives, guide quality assurance (QA) work, review QA reports, etc. Ms. Spriggs also ensures responsive policies and procedures are in place for the Board area. Ms. Spriggs has over 10 years of experience in all facets of workforce operations, quality assurance and compliance with rules and regulations, including experience as a nationally recognized early implementer of WIOA.

 

Alan Miller, Senior Associate, has over 35 years of senior-level management and leadership experience at the state and local levels.  He’s nationally recognized and respected for his vast knowledge and expertise in building successful workforce systems.  Mr. Miller has a passion for developing solutions that have a positive impact on communities.
